a local option area; requiring liquor license applicants to
submit fingerprints for the purpose of conducting a criminal
history background check, and relating to the use of criminal
justice information by the Alcoholic Beverage Control Board;
providing for a review of alcohol server education courses by
the Alcoholic Beverage Control Board every two years; and
providing for an effective date."

CHAIR PETE KOTT called the House Rules Standing Committee
meeting to order at 3:07 p.m. Representatives Kott, Porter,
Kohring, Morgan, and Joule were present at the call to order.
Representatives McGuire and Berkowitz arrived as the meeting was
in progress.
CHAIR KOTT announced that HB 132 would not be heard today.
HB 154-FISHERY BUS. TAX/FISHERIES RES. LAND. TAX
CHAIR KOTT announced that the committee would hear HOUSE BILL
NO. 154, "An Act relating to security for the payment of fishery
business taxes and to payment of estimated fisheries resource
landing taxes and penalties." He reminded the committee that
CSHB 154, version 22-LS0638\O, Utermohle, 4/20/01, is before the
committee. Therefore, he requested a motion to rescind the
committee's action in adopting version O.
REPRESENTATIVE PORTER moved that the committee rescind its
action in adopting CSHB 154, version 22-LS0638\O, Utermohle,
4/20/01.

REPRESENTATIVE JOULE objected. He inquired as to the previous
action of the committee on HB 154.
CHAIR KOTT informed the committee that at the first House Rules
Standing Committee hearing [on April 20, 2001] on HB 154,
version O was before the committee. The [April 25, 2001]
hearing on HB 154 was recessed to the call of the chair.
REPRESENTATIVE JOULE related his understanding that version O
was before the committee and that Chair Kott was requesting that
the committee rescind its action in adoption of version O.
CHAIR KOTT agreed with Representative Joule's understanding.
REPRESENTATIVE JOULE withdrew his objection.
Therefore, the committee rescinded its action in adopting
version O and thus CSHB 154(FSH) was before the committee.

REPRESENTATIVE PORTER moved to report CSHB 154(FSH), version 22-
LS0638\J, out of committee with individual recommendations and
the accompanying fiscal notes. There being no objection, CSHB
154(FSH) was reported from the House Rules Standing Committee.
ADJOURNMENT
There being no further business before the committee, the House
Rules Standing Committee meeting was adjourned at 3:08 p.m.
